The permanent disability rating schedule adopted which became effective in 2005 applied to the applicant’s pre-2005 injury (instead of the 1997 permanent disability rating schedule). The board reasoned that the legislature intended Labor Code Section 4660 to apply to all pending matter, regardless of the date of the injury unless certain exceptions apply. Chang v.
